Decoding Village Agendas – June 27, 2016

  1.  Approval of Vouchers.  This is the regular voucher approval required of the Board on a weekly or bi-weekly basis.
  2. Discussion of Westchester County’s Affordably Housing Model Ordinance provisions for local governments.  The Board will be discussing the Model Ordinance which is part of the County’s settlement of the Affirmatively Furthering Fair Housing (AFFH) lawsuit in 2013.  The Village has not adopted this ordinance to date.
  3. Review of invasive management proposals for Phragmites and Knotweed.  Areas proposed to receive treatment are the Duck Pond, Kaplan’s Pond, Senasqua Park and Croton Landing.  Treatment of these invasive plants is a multi-year project including permitting, treating, cutting and repeat applications.  Two proposals were received.  One for $22,280 over 3 years and one for $39,150 over 4 years.
  4. Discussion of holding the Fall Arts Festival at Croton Landing Park  on September 10 or September 17.   For the past two years, the CCOA – Croton Council for the Arts- has held an arts festival at Senasqua Park.  Due to its success and the shortage of parking there, they are requesting to hold it this fall at Croton Landing.
  5. Discussion about whether or not the Village will post FOIL responses on the website.   The Board will discuss whether some or all FOIL’ed information should be made publically accessible.  FOIL refers to Freedom of Information Law whereby people can request government documents and emails regarding specific topics.
  6. Discussion regarding proposed changes to the Village’s Noise Ordinance.  Two changes to existing code are under consideration. In section 160, an exemption to noise regulations for noise related to sporting events would be eliminated.  In section 168, Parks and Recreation Areas, a provision would be added that music could be broadcasted in Village parks  with permission of the Manager or her designee.
