NOTE:  This meeting is on a Tuesday due to Labor Day.

 

PRESENTATION: Presentation by representatives from the Croton-Harmon School district and Village regarding the community safety initiative.  Beginning in September, the Croton-Harmon School District and Village of Croton-on-Hudson are partnering on an initiative to increase community safety for drivers, pedestrians, and bicyclists.  The Village will roll out a campaign entitled “Slow Down Croton” while the school district will support the initiative through “Safe Routes to School”.  This two-pronged approach intends to bring awareness to the community for the need to enhance safety measures throughout the Village for drivers, bicyclists, and pedestrians alike with all members of the community taking responsibility for safety.

 

PUBLIC HEARING: Public Hearing to consider Local Law Introductory No. 5 of 2016 amending Chapter 168 Parks and Recreation Areas, prohibiting the use of broadcasting equipment in Village parks without the prior approval of the Village Manager ,  and amending Chapter 160 Noise, eliminating the exception for non-school sports activities.  This in the second public hearing on amendments to these laws after an earlier hearing raised some concerns by the school district which resulted in further modifications to the law.   The Noise law exception was further defined to include school-organized Field Days and sporting practices.

CORRESPONDENCE:

  1. Dr. Gregory Schmidt, President, Rotary Club of Croton-on-Hudson; re: Requesting use of Section F in the train station parking lot for the Rotary Annual Car Show on Sunday, September 25, 2016, from approximately 10am to 3pmThis is an annual event for Croton’s Rotary and is its main fund-raiser which supports many local community groups.
  2. Michael Spano, Mayor, City of Yonkers; re: Request for the Village to sign the Hudson River Alliance Pledge, which seeks to combine the collective resources of municipalities to protect and preserve the interest of the Hudson River communities.   This initiative by Mayor Spano of Yonkers seeks to unite the river communities  in responding to the proposal by maritime interests to the Coast Guard to designate 10 additional anchorage areas for barges on the Hudson River.
  3. Dan Ahouse, Government Relations, Altice; re: Removal of WPXO, also known as MundoMax, from the Altice channel line up effective as of September 12, 2106.  MundoMax, a Spanish-language programmer, is leaving the New York market .

PROPOSED RESOLUTIONS:

  1. The Village Board of Trustees hereby calls for a public hearing on September 19, 2016, at 8 pm in the meeting room of the Stanley H. Kellerhouse Municipal Building to consider Local Law Introductory NO. 6 of 2016 amending Section1, Chapter 197-15 collection of costs for snow and ice removal.   The amended law concerns situations where an owner has not removed snow or ice from their sidewalk and it has to be done by the Village.  The Village bills the owner for the removal of the snow and ice.  As currently written, the bill has to be “certified by the Superintendent of Public Works”.  That phrase would be removed in the amended version.  The Village currently has no Superintendent of Public works.
  2. The Village Board of Trustees hereby schedules a Public Hearing for October 4, 2016 at 8:00 pm in the Meeting room of the Stanley H. Kellerhouse Municipal Building to consider the Special Permit application from Seanna O’Callaghan, owner of the Green Growler Grocery, for a restaurant establishment in a Light Industrial zone located at 4 Croton Point Avenue.    The proposed restaurant use would have parking behind the building with access from Veterans Plaza.  A zoning variance may be required for the number of parking spaces. The Planning Board found the proposal to be compatible with other existing businesses in adjacent properties.
  3. Board of Trustees authorizes the Village Attorney to execute the Tax Certiorari Settlement with Maple 2005 LLC for property located at 38-40 Maple Street.  The Village and owner have negotiated a settlement reducing the owners’ property taxes for the years 2012 thru 2016 in the amount of $16,529.33.    The property in question is the small shopping plaza south of the Post Office where Dunkin Donuts, Capriccio’s II, and Raga are located.
  4. Authorizing the Village Treasurer to amend the 2015-2016 General fund Budget in the amount of $79,488 for monies received for the NY PRIZE RFP 3044 Feasibility Assessment.  The funding was used for the Village’s microgrid analysis in partnership with Hitachi Consulting.   This is a budget housekeeping item showing the receipt and allocation of the funding.
  5. Authorizing the Village Treasurer to close 43 capital accounts as of May 31, 2016, and return the associated amounts to the respective funding source.  The accounts represent projects that have been completed.  In some cases there are residual funds in the accounts which will be reallocated to the appropriate General fund or Water fund account.
  6. Authorizing the Village Manager to approve the change orders from Paleen Construction in the total amount of $59,556.79.  This is related to work done on Old Post Road South, Hamilton and Van Wyck Streets, additional repair work necessary on South Riverside Avenue; and, the induction loop needed at the intersection of Old Post Road South and Maple Street.     This additional work was not anticipated at the time the initial contract with Paleen was approved.
  7. Authorizing the Village Manager to sign change order two from Site Design Consultants in the amount of $4,997.50 for the additional engineering services for the Grand Street Firehouse.  This is a result of the Village’s request for modifications to the design as well as preparation of the project bid sheets.  The scope of the additional work includes  preparation of bid documents, modification of retaining wall and guard rail, addressing Village comments and additional meetings with the Village.
  8. Authorizing the Village Manager to sign change orders one and two in the amount of $36,450 for the additional engineering services associated with the Elliott Way Improvement project.  The additional work done was in relation to a change in the design of the Senasqua Park portion of the sidewalk, a change in design as a result of the relocation of a Con Ed utility pole, and additional work resulting from comments from the Westchester County Health Dept., Metro-North Railroad, New York State DEC and the Army Corps of Engineers, and an estimate for bidding assistance.  This project will improve the safety of pedestrians and cyclists along the stretch between the south end of Senasqua Park and the Yacht Club.  Because it is adjacent to the Hudson River as well as the rail road tracks and involves a change in the water line for HMB, multiple agencies  were involved in the design of the improvement.
  9. Authorizing the Village Manager to sign the proposal from WSP Sells of Briarcliff Manor, NY for supplemental engineering services in the amount of $27,900 for work on OLcott Avenue and Darby Avenue; cement lining work on the dead ends of Kuney Street, Church Street and Elmore Avenue; and, engineering inspection and reporting services for the work in the NYS Department of Transportation’s right-of-Way on North Riverside Avenue at the bottom of High Street.   These services are all part of the ongoing improvements to the Village’s water infrastructure funded through the Water Fund.
  10. Authorizing the Village Manager to sign the 2016-2017 Municipal Snow and Ice Agreement Extension with the New York State Department of Transportation.  This is funding for snow and ice control done by the Village on Route 129 and Route 9A.  This is an extension to the annual contract with the State and  will result in a lump sum payment estimated to be $18,369.98 to the Village.
  11. Authorizing the Village Court Office to apply for the 2016-2017 Justice Court Assistance Program.  The Village’s Court  Office wishes to make improvements in the Court Room and is seeking funding through this program.  The Village Board must authorize it.
