PUBLIC HEARING: Public Hearing to consider Local Law Introductory No 6 of 2016 amending Section 1, Chapter 197-15 collection of costs for snow and ice removal by the Village.  The amendment would remove the requirement that the Superintendent of Public Works certify a bill to owners or occupants of parcels who are delinquent in removing snow and ice.  The wording in the code refers to the position of Superintendent of Public Works.  There currently is no Superintendent of Public Works. 

CORRESPONDENCE:

a.      Dan Ahouse, Government Relations, Altice; re: Notification of adjustments to the pricing of some services as of September 27, 2016. The pricing changes reflect an effort to recover a portion of costs incurred by the Company for these services, which include installation rate, service call and additional outlet rates, restore service fee, and service project plan fee. The company (formerly Cablevision) will begin imposing fees for service calls, new outlets, and other service-related visits by technicians.

PROPOSED RESOLUTIONS:

  1. Authorizing the Village Manager to sign an agreement with Westchester County for access to the Repository for Integrated Criminalistic Information (RICI) System and supplemental computer services to be used by the Village Police dept. from November 1, 2016 through October 31, 2021. The RICI System allows for the electronic transmission and storage of criminal records and police blotter information, which includes information related to a subject’s arrest, booking, detention or incarceration.  It is utilized by law enforcement agencies throughout Westchester County.  This is an Inter Municipal Agreement (IMA) with the County.  The data is stored on a central computer maintained by the County and is shared by the multiple law enforcement agencies having access to the system.
  2. Authorizing the Village Manager to sign change order two in the amount of $1,200 for the additional engineering services associated with the Elliott Way Improvement Project.  This change order is related to the change in design caused by the relocation of the sidewalk along the frontage of Senasqua Park to accommodate the proposed street lighting.  Lighting along the new portion of sidewalk running along the Senasqua Park fencing will also have lighting included in the design.  This necessitated an alteration of the design. The fencing will be relocated westward as part of the design as well.
  3. Authorizing Village Treasurer to transfer funds from the Contingency Account in the amount of $22,508.42 for emergency repairs to Tower Ladder Truck 44.  Work included was for lighting, A/C system, front breaks, cab, rear body mounted traffic advisor, aerial controls, warning lights, front wheel covers, outrigger warning lights, and aerial basket door.  This was not a budgeted expense so the transfer from the Contingency Account is necessary.
